SUBJECT: NEW AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER
(ODANS 01-99)
1. SEP 98, THE COMMUNITY MANAGEMENT STAFF (CMS) ADOPTED AN AIS AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER AND MANDATED, EFFECTIVE 31 DEC 98, IT BE APPLIED TO ALL INFORMATION CONTAINING CLASSIFICATION AND/OR DISSEMINATION CONTROL MARKINGS, NO MATTER WHAT TYPE OF MEDIA. THIS WILL CHANGE THE WAY WE MARK OUR HARDCOPY DOCUMENTS. THE DECISION TO APPLY THE MARKINGS REGISTER TO HARDCOPY DOCUMENTS WAS NOT A COORDINATED DECISION, NOR WAS IT COMMUNICATED TO ALL THE RIGHT AGENCIES OR DEPARTMENTS. ADDITIONALLY, WITHIN SOME AGENCIES THE IMPACT OF THAT DECISION WAS NOT FULLY UNDERSTOOD OR PROPERLY COMMUNICATED INTERNALLY. THE MARKINGS APPLY TO SCI AND COLLATERAL INTELLIGENCE INFORMATION/MEDIA. BEFORE THE SERVICES CAN IMPLEMENT USE OF THE MARKINGS DIA MUST IMPLEMENT FOR THE SCI COMMUNITY, AND C3I MUST IMPLEMENT FOR THE DOD COLLATERAL COMMUNITY. BOTH ARE WORKING THE IMPLEMENTATION ISSUE.
2. IMPLEMENTATION MANUAL: A DRAFT CMS INTELLIGENCE COMMUNITY (IC) CLASSIFICATION AND CONTROL MARKINGS IMPLEMENTATION MANUAL IS BEING COORDINATED THROUGHOUT THE SECURITY COMMUNITY. IT APPEARS TO BE STRAIGHTFORWARD AND EASY TO UNDERSTAND.
3. TRAINING: TRAINING REQUIREMENTS ARE BEING IDENTIFIED.
4. IMPLEMENTATION: NSA HAS NOTIFIED SUBORDINATE UNITS TO BEGIN USING THE MARKINGS. DIA DOES NOT ANTICIPATE IMPLEMENTATION BEFORE MAY/JUNE. THERE IS GENERAL AGREEMENT IMPLEMENTATION SHOULD NOT BE REQUIRED UNTIL THE IMPLEMENTATION MANUAL IS COMPLETE. HOWEVER, SINCE NEW AIS SYSTEMS SUCH AS DMS MUST USE THE MARKINGS, AND DMS IS NOW DELAYED UNTIL AT LEAST OCT 2000, SOME THINK A LATER DATE IS APPROPRIATE.
5. THE REGISTER IS ON INTELINK AND CAN BE ACCESSED FROM WWW.CMS.IC.GOV/CAPCO. AS OF THIS WRITING, THE DRAFT MANUAL WAS NOT POSTED. [IC.GOV is a restricted network.]
6. IF YOU HAVE ANY QUESTIONS, PLEASE CONTACT E. A. HALL, DAFC, XOIIS, DSN 224-6164.

SUBJECT: SENTINEL KEY (ODANS 02-99)
1. SK IS THE AIR FORCE (AF) PERSONNEL SECURITY MIGRATION SYSTEM FOR BOTH NON-SCI AND SCI SECURITY MANGERS. SK IS THE REPLACEMENT SYSTEM FOR BOTH THE AUTOMATED SECURITY CLEARANCE APPROVAL SYSTEM (ASCAS) AND THE SCI BILLET SYSTEM (SCIBS). SK REFLECTS DOD AND AIR FORCE REQUIREMENTS FOR DATA STANDARDIZATION AND BUSINESS PROCESS RE-ENGINEERING/STANDARDIZATION. SK WILL BE REPLACED IN FY00 WITH A NEW DOD PERSONNEL SECURITY MIGRATION SYSTEM, THE JOINT PERSONNEL ADJUDICATION SYSTEM (JPAS). THE CLEARANCE AND ACCESS VERIFICATION SYSTEM (CAVS) IS THE PROTOTYPE FOR JPAS.
2. SK USE IS MANDATORY. UTILIZATION OF SCIBS WILL BE DISCONTINUED 30 APR 99 (30 DAYS AFTER THE ASCAS IS TURNED OFF). CONTINUED USE OF SCIBS INHIBITS OUR EFFORTS TO MAXIMIZE THE TRANSITION TO A PAPERLESS ENVIRONMENT FOR PERSONNEL SECURITY PROCESSES. IT IS ESSENTIAL THAT ALL MAJCOM SSOS REVIEW AND REVISE THEIR EXISTING PERSONNEL SECURITY BUSINESS PROCESSES TO REFLECT THE NEW AUTOMATION CAPABILITIES.
3. FOR CAVS USERS, ASSISTANCE IS AVAILABLE VIA THE EMAIL SK HELP LINE ([email protected]). UPDATES REGARDING SK AND ALL DOCUMENTATION IS AVAILABLE VIA THE SK WEB PAGE (SENTINEL KEY.BOLLING.AF.MIL).
4. REQUESTS FROM CAVS USERS TO INCREASE THE NUMBER OF PERSONNEL WITH ACCESS TO CAVS MUST BE SUBMITTED TO THE MAJCOM ACCOUNT MANAGER FOR REVIEW AND APPROVAL PRIOR TO FORWARDING TO SK PROGRAM MANAGEMENT OFFICE (PMO).
5. REMINDER TO CAVS USERS: SK RECEIVES DATA FROM AFPC, HOWEVER, 497 IG/INS DOES NOT OWN OR MANAGE THIS DATA. ERRORS IN SOME INFORMATION SUCH AS NAME, D/POB, SSN, CATEGORY, MANPOWER NUMBER, SAR, CAN NOT BE CHANGED IN SK ON A PERMANENT BASIS. EACH TIME SK RECEIVES A NEW DATA LOAD, IT OVERWRITES ANY CHANGES TO THIS INFORMATION PREVIOUSLY ACCOMPLISHED BY EITHER AN ADJUDICATOR OR A CAVS USER. THE SK PROGRAM MANAGEMENT OFFICE (PMO) HAS REQUESTED THAT WHEN ERRORS OF THIS NATURE ARE DETECTED, THIS INFORMATION BE RELAYED TO YOUR MAJCOM DP OR SERVICING PERSONNEL FLIGHT FOR CORRECTION IN THE MASTER HEADQUARTERS AIR FORCE (HAF) PERSONNEL FILE. THIS CAN BE ACCOMPLISHED IN PC-III BY THE APPROPRIATE PERSONNEL FLIGHT. THE SK PMO HAS NO CONTROL REGARDING THE TIMELINESS IN DCII UPDATES BY THE DEFENSE SECURITY SERVICE (DSS) NOR ON TIMELINESS OF THE DISTRIBUTION OF CASE OPENING, CLOSING, OR CANCELLATION INFORMATION. AS DSS CONTINUES THEIR MIGRATION SYSTEM TRANSITION, WE ARE AGGRESSIVELY WORKING WITH THEM TO IMPROVE THEIR DISTRIBUTION TIMELINES TO US REGARDING THIS INFORMATION.
6. THE SK PMO IS WORKING TO ENHANCE/IMPROVE CAVS, HOWEVER, RESOURCES ARE LIMITED AND PRIORITIES MUST BE ESTABLISHED ASA TO WHICH ENHANCEMENTS ARE ACCOMPLISHED AND WHEN. TO ADDRESS SOME OF THE CONCERNS THE SK PMO HAS RECEIVED, THE FOLLOWING ACTIONS HAVE BEEN IMPLEMENTED OR ARE IN-PROGRESS:
-REORGANIZATON OF THE SK HELP FUNCTION AND THE CUSTOMER SUPPORT CENTER-REFRESHER TRAINING TO MAJCOMS (HAS TO BE REQUESTED/497 IG WILL FUND)
-BI-WEEKLY UPDATES ON THE SK HOME PAGE
-ESTABLISHMENT OF A CAVS CONFIGURATION CONTROL GROUP
-AFCA MESSAGE TO MAJCOM/SCS REGARDING THE USE AND IMPLEMENTATION OF SMARTPASS, INCLUDING LOCAL FIREWALL CONFIGURATION CHANGES
-UPGRADES TO EXISTING HARDWARE AND SOFTWARE TO IMPROVE APPLICATION PERFORMANCE
-CHANGES TO THE CAVS APPLICATION TO REFLECT NEW POLICY, CHANGES IN REQUIREMENTS, ETC.
-UPDATE DCII CODES, TO INCLUDE NEW INVESTIGATIVE REQUIREMENTS
-ACCOUNT MANAGEMENT ENHANCEMENTS
-RESTORE PASCODE FILTERING TO ENSURE THAT READ AND WRITE CAPABILITY IS AUTHORIZED FOR MAJCOMS/BASES SERVICING MULTIPLE UNITS/ORGANIZATIONS
-INCLUSION OF RECORD AND DUTY STATUS FOR MILITARY PERSONNEL (RECRUITS, ROTC, ACTIVE, RESERVE, GUARD OFFICERS AND ENLISTED)
-ADD "EDIT PERSON" CAPABILITY FOR LEVELS 2-5
-CHANGES TO THE "B" ACCESS TRACKING AND DOUBLE BILLETING
-REVISE OUTGOING MESSAGES GENERATED BY THE CAF

REF: AIR FORCE POLICY DIRECTIVE 14-3, CONTROL, PROTECTION, AND DISSEMINATION OF INTELLIGENCE INFORMATION, 1 MAY 1998.
1. THIS MESSAGE OUTLINES INSTRUCTIONS FOR MAJCOM, FOA, AND DRU SENIOR INTELLIGENCE OFFICIALS (SIO) TO ESTABLISH PROCEDURES TO IMPLEMENT AIR FORCE POLICY DIRECTIVE 14-3.
A. THE SIO WILL DEVELOP MATERIAL FOR QUARTERLY TRAINING AND ENSURE THIS TRAINING IS CONDUCTED IAW AFPD 14-3, SECTION 4.3.1. TOPICS COVERED IN TRAINING AND NUMBER OF PERSONNEL TRAINED WILL BE REPORTED TO HQ AIA/SOC NLT THE SECOND WEEK FOLLOWING THE END OF THE QUARTER BEGINNING WITH 1ST QTR FY 99 WITH A CONTINUING QUARTERLY SUSPENSE THEREAFTER. HQ AIA/SOC WILL COMPILE REPORTS, ANALYZE TRENDS, AND REPORT RESULTS TO HQ USAF/XOIIS QUARTERLY WITH INFO TO THE MAJCOM SSO.
2. MAJCOM, FOA, AND DRU SSOS WILL REPORT COLLATERAL INTELLIGENCE SECURITY INCIDENTS TO HQ AIA/SOC IN THE SAME MANNER THAT SCI SECURITY INCIDENTS ARE CURRENTLY REPORTED. SSOS WILL REPORT TO AIA/SO THAT A COLLATERAL INCIDENT HAS OCCURRED, AN INCIDENT NUMBER WILL BE ASSIGNED AND INQUIRIES/INVESTIGATIONS WILL BE CONDUCTED AS REQUIRED. SSOS WILL APPLY CATEGORIES (PDS OR COMPROMISE) FOR COLLATERAL INTELLIGENCE INCIDENTS AS OUTLINED ABOVE. AIA/SO WILL REPORT THE COLLATERAL INCIDENT STATISTICS AND TRENDS TO HQ USAF/XOIIS QUARTERLY.
3. THE DEFINITION OF INTELLIGENCE INFORMATION IS OUTLINED IN SECTION 3.3 OF DCID 1/7, DATED 30 MAY 98. THE CATEGORIES OF COLLATERAL INTELLIGENCE COMPROMISES ARE DERIVED FROM THE SCI CATEGORIES FOUND IN THE M-1, THEY ARE AS FOLLOWS:
A. COMPROMISE CERTAIN: CLASSIFIED COLLATERAL INTELLIGENCE HAS IRRETRIEVABLE LEFT CLASSIFIED CONTROL; UNCONTROLLED DISSEMINATION CAN BE CONFIRMED. EXAMPLES INCLUDE A VIOLATION IN WHICH CLASSIFIED COLLATERAL INTELLIGENCE APPEARS IN A NEWSPAPER OR IS KNOWN TO HAVE BEEN SEEN BY A FOREIGN NATIONAL OR OTHER INDIVIDUAL NOT POSSESSING AN APPROPRIATE SECURITY CLEARANCE.
B. COMPROMISE PROBABLE: CLASSIFIED COLLATERAL INTELLIGENCE HAS LEFT CLASSIFIED CONTROL; UNCONTROLLED DISSEMINATION MAY REASONABLY BE EXPECTED TO OCCUR, BUT A SPECIFIC THREAT CANNOT BE IDENTIFIED. FOR EXAMPLE, A CLASSIFIED COLLATERAL INTELLIGENCE DOCUMENT FOUND LAYING ON A BUSY STREET COULD BE A PROBABLE COMPROMISE BECAUSE THERE IS NO WAY OF KNOWING IF ANYONE SAW THE DOCUMENT. CASES IN WHICH THE INVESTIGATOR SUSPECTS CLASSIFIED COLLATERAL INTELLIGENCE HAS BEEN EXPOSED TO UNCLEARED PERSONNEL, BUT BELIEVES THAT FURTHER INQUIRY WILL ONLY DRAW UNDUE ATTENTION TO THE INFORMATION IS A PROBABLE COMPROMISE. THE TRANSMISSION OF CLASSIFIED COLLATERAL INTELLIGENCE IN AN UNCLASSIFIED GENSER MESSAGE GIVEN WORLDWIDE DISTRIBUTION COULD ALSO FALL INTO THIS CATEGORY.
C. COMPROMISE POSSIBLE: THE POSSIBILITY OF UNCONTROLLED DISSEMINATION OF CLASSIFIED COLLATERAL INTELLIGENCE CANNOT BE RULED OUT, WITH NO SPECIFIC INDICATION TO BELIEVE SUCH DISSEMINATION WILL TAKE PLACE. A CLASSIFIED COLLATERAL INTELLIGENCE DOCUMENT FOUND IN A DESK IN A NON-SECURE OFFICE MAY REPRESENT A POSSIBLE COMPROMISE.
D. COMPROMISE IMPROBABLE: CASES IN WHICH UNCONTROLLED DISSEMINATION OF CLASSIFIED COLLATERAL INTELLIGENCE IS UNLIKELY, BUT CANNOT BE POSITIVELY RULED OUT. THIS CATEGORY INCLUDES EXPOSURE OF CLASSIFIED COLLATERAL INTELLIGENCE TO UNAUTHORIZED PERSONS WHERE AN INADVERTENT DISCLOSURE OATH HAS BEEN EXECUTED.
E. COMPROMISE NONE: IT IS CERTAIN THAT CLASSIFIED COLLATERAL INTELLIGENCE DID NOT LEAVE POSITIVE CONTROL AND WAS NOT EXPOSED TO UNAUTHORIZED PERSONNEL. CLASSIFIED COLLATERAL INTELLIGENCE FOUND UNSECURED IN AN AREA NOT AUTHORIZED FOR OPEN STORAGE MAY FALL INTO THIS CATEGORY.
4. ADDRESS ANY QUESTIONS TO HQ AIA/SOC, ATTENTION MR. BOB EDDY, DSN 969-2011.

REF: AIR FORCE POLICY DIRECTIVE 14-3, CONTROL, PROTECTION AND DISSEMINATION OF INTELLIGENCE INFORMATION, 1 MAY 98
1. MAJCOM, FOA, AND DRU SSOS WILL DEVELOP TRAINING FOR THE PROPER USE, DISSEMINATION AND CONTROL OF COLLATERAL INTELLIGENCE INFORMATION. SSOS WILL COORDINATE WITH THEIR HOST INFORMATION SECURITY PROGRAM MANAGER (ISPM) TO BEGIN TRAINING SUBORDINATE UNITS ON THE RECOGNITION OF COLLATERAL INTELLIGENCE INFORMATION. THIS TRAINING WILL PROVIDE THE FOUNDATION FOR SATISFYING THE AFPD 14-3 REQUIREMENT OF REPORTING COLLATERAL INTELLIGENCE INCIDENTS TO HQ AIA/SOC. THIS INITIAL TRANING WILL BE DOCUMENTED AND REPORTED AS INDICATED IN THE HQ USAF ROXAD DTG 251530Z MAR 99. IN COORDINATION WITH THE ISPM, INCLUDE THIS TRAINING IN THE DEVELOPMENT OF THE ANNUAL INFORMATION SECURITY TRAINING SCHEDULES.
2. MAJCOM, FOA AND DRU SSOS AND THE HOST ISPMS WILL ESTABLISH PROCEDURES FOR COLLATERAL SECURITY INCIDENTS WHICH INVOLVE INTELLIGENCE INFORMATION TO BE REPORTED TO THE SERVICING SSO. THE SSO WILL THEN REPORT AND TRACK THE INCIDENT IAW PROCEDURES OUTLINED IN HQ USAF ROXAD MSG DTG 051541Z APR 99. THIS NEW REQUIREMENT FOR REPORTING COLLATERAL INTELLIGENCE INCIDENTS THROUGH HQ AIA/SOC TO HQ USAF/XOI DOES NOT OBVIATE THE REQUIREMENT TO REPORT COLLATERAL COMPROMISES THROUGH ISPM CHANNELS.

1. THIS MESSAGE AND THE DIA MESSAGE QUOTED BELOW IMPLEMENT THE USE OF THE NEW INTELLIGENCE COMMUNITY CONTROL MARKING FORMAT FOR THE AIR FORCE.
QUOTE:
1. EFFECTIVE NLT 30 JUN 99, THE INTELLIGENCE COMMUNITY (IC) IS TO BEGIN USING A NEW FORMAT FOR CLASSIFICATION AND CONTROL MARKINGS. THE NEW MARKINGS ARE SIGNIFICANTLY DIFFERENT FROM THE CURRENT SYSTEM. SOME OF THE MAJOR CHANGES ARE:
A. THE CLASSIFICATION LINE AT THE TOP AND BOTTOM OF THE PAGE WILL CONTAIN UP TO SEVEN CATEGORIES OR FIELDS OF INFORMATION; ONLY FIELDS WITH ENTRIES APPLICABLE TO THE DOCUMENT ARE REPRESENTED IN THE CLASSIFICATION LINE.
B. THE CLASSIFICATION LINE AND PORTION MARKINGS WILL USE SLASHES, HYPHENS, COMMAS, AND SPACES AS SEPARATORS.
C. AGENCIES MAY USE ONLY THOSE MARKINGS AND ABBREVIATIONS LISTED IN THE AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER.
D. COUNTRY CODES CHANGE FROM TWO-LETTER TO THREE-LETTER ABBREVIATIONS. ISO 3166 ABBREVIATIONS WILL BE USED.
2. THE CHANGE IN MARKING PROCEDURES IS THE RESULT OF CONGRESSIONAL EMPHASIS ON INTEROPERABILITY OF AUTOMATED INFORMATION SYSTEMS (AIS) AND DCID 1/7, "SECURITY CONTROLS ON THE DISSEMINATION OF INTELLIGENCE INFORMATION." REQUIREMENTS FOR UNIFORM MARKINGS AS COMPILED IN THE AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER.
3. THE MARKINGS REGISTER WAS ORIGINALLY DEVELOPED TO PROVIDE UNIFORM CLASSIFICATION AND CONTROL MARKINGS FOR AIS. IN SEPTEMBER 1998, THE EXECUTIVE DIRECTOR FOR INTELLIGENCE COMMUNITY AFFAIRS, DIRECTED THE IC TO USE THE MARKINGS FIRST ON HARDCOPY OR WORD PROCESSED INFORMATION AND ESTABLISHED A WORKING GROUP TO IMPLEMENT THE NEW MARKINGS.
4. THE STANDARDIZED MARKINGS AND NEW FORMAT MOVE US TOWARD INTEROPERABILITY. THE DEFENSE MESSAGING SYSTEM (DMS) WILL USE THE MARKINGS WHEN IT COMES ON-LINE IN 2001, AND ALL IC AIS SYSTEMS WILL EVENTUALLY CONVERT TO THE STANDARD MARKINGS.
5. APPLYING THE MARKINGS ON HARDCOPY WILL PERMIT USERS TO LEARN THE NEW SYSTEM AND ALLOW FOR A TRANSITION PERIOD BEFORE DMS COMES ON LINE. DMS WILL REJECT TRANSMISSIONS WITH IMPROPERLY APPLIED CLASSIFICATION AND CONTROL MARKINGS, WITH MINIMAL OR NO HUMAN INTERVENTION. THUS, CORRECTLY APPLYING THE MARKINGS IS ESSENTIAL TO PREVENT UNAUTHORIZED RELEASES TO FOREIGN COUNTRIES AND UNAUTHORIZED DISCLOSURES.
6. THE AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER AND THE INTELLIGENCE COMMUNITY CLASSIFICATION AND CONTROL MARKINGS IMPLEMENTATION MANUAL ARE POSTED ON INTELINK-TS AT HTTP://WWW.CMS.IC.GOV/CAPCO AND ON INTELINK-S AT HTTP://WWW.CMS.CIA.SGOV.GOV/CAPCO [restricted addresses]. THE COUNTRY CODE TRIGRAPHS WILL SOON BE POSTED TO THE SAME SITE. THE TRIGRAPHS ARE ALSO AVAILABLE ON INTERNET AT FTP://FTP.RIPE.NET/ISO3166-COUNTRYCODES.
7. SSOS SHOULD ENSURE SCI PERSONNEL UNDER THEIR SECURITY COGNIZANCE ARE TRAINED TO USE THE NEW MARKINGS FORMAT AND BEGIN USING THEM BY 30 JUNE. THERE IS NO REQUIREMENT TO CHANGE THE MARKINGS ON HARDCOPY PUBLICATIONS ALREADY IN THE PRODUCTION PROCESS.
